Has anyone heard of these? !!!error: Indecipherable SUB-paragraph formatting!!!
Supposedly they'll reduce road noise by .9 decibels. Unfortunately they're still Conti's. I've never had luck with their tires.

0.9 decibels is miniscule. If they reduced it to nearly 1/10th then they reduced it by 9dB.
More importantly, what does this do to the rolling resistance of the tire?

Is tire noise usually 90db? I'm not sure about rolling resistance, but it does say it's not supposed to affect performance. One might consider that a performance aspect.

LOL. It took me a minute.
Presumably by driving really fast to generate heat in the tire, then withdraw from tire by the valve stem.

dB is always relative. If you reduce something to 10% of its prior level, you reduce it by 10dB. If you make it 10% again (1%) you reduce it another 10dB for a total of 20dB.
When we talk about overall volume, it's in reference to another volume (in most cases, 0dB = the faintest noise we can hear). Sounds like common highway noise is about 75dB . 75-9=66dB.
